The expiration of the New START Treaty signals the end of a nuclear arms control era, but not the end of arms control itself. The absence of limitations on strategic nuclear weapons does not render an arms race inevitable but does come with significant risks that new deployments and novel expansion of nuclear arsenals will occur. This panel will explore what areas of convergence and common interest may be sought among the N-5 State that can reduce nuclear risks and advance a new arms control agenda for the post-START era.
