Mustafa Kibaroğlu assumed the Permanent Representative position at the Turkish Permanent Mission to the UN Office in Vienna in April 2026, where he used to serve as Minister Plenipotentiary since March 2025. Prior to assuming his diplomatic position, Prof. Kibaroğlu served as the Director of Graduate School at MEF University in Istanbul, where he also used to be the Founding Chair of the Department of Political Science & International Relations (2014-2017), and the Dean of the Faculty of Economics, Administrative & Social Sciences (2017-2024). Prof. Kibaroğlu taught courses on “Arms Control and Disarmament” and “Turkish Foreign Policy” in the Department of International Relations at Bilkent University in Ankara (1997-2011) where he was the Vice-Chair of the Department. He also served as the Chair of the Department of International Relations at Okan University in Istanbul (2011-2014). Prof. Kibaroğlu was a Research Fellow at the United Nations Institute for Disarmament Research (UNIDIR) in Geneva (1995); International Atomic Energy Agency (IAEA) Fellow at the University of Southampton (1996); Post-doctoral Fellow at the Monterey Institute in California (1996/97); and Sabbatical Fellow at Belfer Center of Harvard University (2004/05).
