Hon. Mikhail Ulyanov is the Director of the Department for Non-proliferation and Arms Control in the Ministry of Foreign Affairs of the Russian Federation. He was formerly the Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control, and the Head of the Bilateral Implementation Commission of the Treaty between the Russian Federation and the United States of America on Strategic Offensive Reductions.
